Craig Watson is the Manager of the Image Group at the National Institute of Standards and Technology (NIST) and has been at NIST for 36 years. During his time with NIST, he has been engaged in numerous initiatives to improve biometric technologies. This includes work to develop fingerprint testing datasets, fingerprint image compression, and slap fingerprint segmentation (SlapSeg). Additionally, he has expertise with biometric technology evaluations, including the Fingerprint Vendor Technology Evaluation (FpVTE), Proprietary Fingerprint Testing (PFT), and Minutiae Interoperability Exchange Test (MINEX).

Mr. Padgett is a senior enterprise/data architect and modeling expert with more than two decades of experience supporting U.S. national security missions across the Department of War, Intelligence Community, and U.S. Government. His work has included biometric and forensic modeling, operational identity exploitation, enterprise biometric and forensic architecture, and large-scale architecture modeling modernization. His background brings together operational mission understanding, technical innovation, and strategic architecture leadership.

He currently serves as the Architecture Branch Lead for the Defense Forensics and Biometrics Agency (DFBA), where he manages the development of architecture products that describe the DoW Forensics and Biometrics Enterprise. He also contributes to AI-enabled Enterprise Architecture usage and development through U.S. and international engagement.

Warren A. Harris serves as the Chief of the Identity Intelligence Division within the Office of the Under Secretary of War for Intelligence and Security. In this role, he is responsible for establishing and providing Department of War (DoW) policy, guidance, and direction for identity intelligence (I2), biometrics, and watchlisting, as well as overseeing DoW support to the National Vetting Enterprise.

Mr. Harris has over 38 years of DoW leadership experience, including 18 years as a government civilian directing multi-agency intelligence operations, programs, and missions at the tactical, operational, and national levels.

A retired Army First Sergeant with deployments supporting Operations Enduring Freedom, Iraqi Freedom, Desert Storm, and Desert Shield, his civilian career includes key service with U.S. Africa Command, the Defense Intelligence Agency, and the Joint Staff.

Adam M. Forman is a senior enterprise architect and biometric identity systems expert with more than two decades of experience supporting U.S. national security missions across the Department of Defense, Intelligence Community, and Department of Homeland Security. His work has included tactical biometric collection, operational identity exploitation, enterprise biometric architecture, and large-scale identity system modernization.

Over the course of his career, Mr. Forman has helped develop and deploy identity capabilities ranging from early detention and tactical biometric systems to regional identity resolution platforms and enterprise modernization efforts. He currently supports DHS biometric modernization initiatives and contributes to biometric and AI standards development through U.S. and international standards bodies. His background brings together operational mission experience, technical innovation, and strategic architecture leadership.

Gerry Vernon Dozier, Ph.D., is the Charles D. McCrary Eminent Chair Professor in the Department of Computer Science & Software Engineering at Auburn University. Dr. Dozier is the director of the Auburn University Center for Artificial Intelligence and Cybersecurity Engineering (AU-CAICE, https://eng.auburn.edu/au-caice/). He is also the technical lead for the Auburn University Artificial Intelligence Initiative (AI@AU, https://eng.auburn.edu/ai-au/). Dr. Dozier is currently applying his research expertise in the areas of Artificial Intelligence, Machine Learning, Adversarial Machine Learning, Behavioral Analytics, Biometrics, Natural Language Processing, and Evolutionary Computation to the areas of Adversarial AI, Authorship Attribution, Adversarial Authorship (Authorship Privacy), Cyber Identity Protection & Privacy, and Mitigating Adversarial Attacks on Small & Large Language Models. Dr. Dozier has published over 150 conference and journal publications. He earned his Ph.D. in Computer Science from North Carolina State University. On July 24, 2019, Dr. Dozier was appointed to the Alabama Commission on Artificial Intelligence and Associated Technologies by Governor Kay Ivey.

Janice L. Kephart is a senior national security attorney, technology entrepreneur, and one of the foremost federal identity policy architects in the United States. As Border Counsel to the 9/11 Commission, she coined the phrase "terrorist travel" and authored the Commission's foundational findings that assuring people are who they say they are is a national security imperative — findings enacted into federal law as the biometric entry-exit mandate (IRTPA §7208), the REAL ID Act, and passport requirements for all travelers. She subsequently served in senior advisory and policy roles across DoD and DHS, including directing the Biometrics Interagency Working Group across 40+ federal programs spanning DoD, DHS, DOJ, DOS, ODNI, NCTC, and the White House NSC, and serving as principal author of the EO 14074 Section 13(e) Biometric Technology Assessment Report — the first White House-mandated government-wide biometric and identity intelligence policy assessment. Earlier in her career, she served as Special Counsel to the U.S. Senate Judiciary Committee, where she drafted the Identity Theft and Assumption Deterrence Act. She holds an active Top Secret/SCI clearance.

Janice is Founder and CEO of Identity Strategy Partners (identitystrategy.com), an 8(a)-designated, TS facility-cleared federal identity advisory firm with contracts across DoD, DHS, DOS, and the IC, and ZipID, Inc. (zipidapp.com), the first-to-market biometric I-9 compliance platform combining biometric identity verification, AI-powered fraud detection, and an ID Forensic Fraud Intelligence Dashboard in a single employer workflow. She has delivered 19 congressional testimonies, made hundreds of appearances across CNN, Fox News, MSNBC, CBS, ABC, PBS, and BBC, and keynoted biometric and identity conferences worldwide.

Kyle Neuman has served as Managing Director of SAFE Identity/SAFE-BioPharma Assoc, Director of Trust Framework Development at DirectTrust and CISO | VP of Strategy at Zeva inc. He currently works for the U.S. Department of the Treasury as an AI Engineer, providing subject matter expertise in digital identity and cryptography to the CIO. He has either worked with, worked for, or ran nearly all of the major Trust Frameworks supporting digital identity in the US. Kyle also has a command of interoperability in healthcare IT and techniques for enabling patients to access their health records across a variety of institutions. As a subject matter expert in bridging the gap between business needs and applied cryptography, Kyle has developed strategy, policy, and architectures for a variety of commercial, government and non-profit organizations to enable support for digital identity in a way that is scalable across the nation, trustworthy, and cost-effective.
